The Path to Adding a Balanced Budget Amendment

Here's How It Works:

To address the threat posed by the U.S. debt, the STATES must orchestrate the adoption of a Balanced Budget Amendment (BBA) using Article V.

The Call

Two-thirds of the state legislatures (34/50) must pass resolutions that call a convention to propose a BBA.

Forcing Action by Congress

The states must use the threat of a convention (at 33) to force Congress to propose a BBA (to control its drafting).

Ratification

Three-quarters of the states (38/50) must vote to ratify a BBA following its proposal by Congress.

Momentum is Building

We already have 28 of the 33 state resolutions necessary to force Congress to propose a Balanced Budget Amendment (BBA) for ratification.  Therefore, we only need 5 more to reach 33 — a number we can attain as soon as 2028!
