The Plan to Neutralize the Threat Posed by the U.S. Debt

Preemption

To fast-track ratification, we will pressure Congress to preempt the push for a convention by acting on its own Balanced Budget Amendment (BBA).

Our Strategy

Once we reach 33 state convention calls, we will use the threat of a convention to spur Congress to propose a BBA.

The Motivation

This will allow Congress to control the drafting of a Balanced Budget Amendment and thus its real power.

Ratification

Following its proposal by Congress, three-quarters of the states (38/50) must vote to ratify a BBA.

Momentum is Building

We already have 28 of the 33 state resolutions necessary to force Congress to propose a Balanced Budget Amendment (BBA) for ratification.  Therefore, we only need 5 more to reach 33 — a number we can attain as soon as 2028!
